INVITATION TO BID NOTICE – Bid No. 25-02

Sealed bids will be received by the Town of South Bethany for the collection of residential trash, recycling, and yard waste within the corporate limits of the Town for the period commencing May 1, 2026, and ending April 30, 2031.

Qualified contractors wishing to bid on these services must request specifications at the South Bethany Town Hall, 402 Evergreen Road, South Bethany, DE 19930, Monday through Friday from 7:30 AM to 3:30 PM or by contacting Matt Amerling at 302-539-3653, Ext. 100 or townclerk@southbethany.org.

All bids shall be sealed and labeled “Bid No. 25-02 Trash, Recycling, and Yard Waste Collection” in the lower left-hand corner. Sealed bids will be received until 10:00 AM prevailing time on December 22, 2025, at the South Bethany Town Hall, at which time and place bids will be publicly opened and read aloud. There will be a pre-bid meeting on Wednesday, December 3, 2025, at 10:00 AM, ET, at the South Bethany Town Hall.

The Town of South Bethany reserves the right to reject any and all bids for just cause and to waive any informalities or irregularities in the Bid Documents.

Nor’easter Report

During the coastal storm on Sunday and Monday, moderate roadway flooding occurred throughout much of Town. Though the tides continue to remain higher than usual, most of the flooding has receded. No power outages were reported during the storm. The beach incurred significant damage, as did the dunes and walkways. Restoration of the dunes, beach walkways, and the ADA ramp are under the purview of the DNREC; South Bethany is not authorized to conduct any restoration work. We do not yet know when DNREC will begin making repairs. The walkways remain closed for your safety. (See the last section below for information on how to access the beach.)

Fall Bonfire Cancelled

The bonfire scheduled for October 24th is cancelled. We will not be rescheduling the event.

Upcoming Construction on York Road

The Council last week awarded a bid to Kinsley Construction to implement the road raising project that was designed and engineered by AECOM. Please note that work will begin in early November and will last up to two weeks. York Road will remain open during this time, but travel will be reduced to one lane. We will communicate the official start date once it has been identified.

Accessing the Beach

All of the beach walkways will remain closed until repairs are made by DNREC. We urge you to respect the closures and stay off the walkways for your safety and to avoid exacerbating the erosion of the dunes. If you wish to access the beach, you may do so from either the south end of Town or from the two access points in Sandpiper Village. Please use caution when walking on the beach and keep your dogs leashed and off the dunes.

INVITATION TO BID NOTICE – Bid No. 25-03

Sealed bids for the Town of South Bethany York Road Flood Mitigation Contract will be received by the Town Manager until 1:30 p.m. on Thursday, October 2, 2025, at the Town Hall Building, 402 Evergreen Road, South Bethany, at which time they will be publicly opened and read. Bids received after the stated time will be returned unopened. The Contractor shall begin work on or about November 1, 2025.

Project involves the placement of pervious pavement along portions of York Road, Carlisle Road and Plymouth Road. Work includes mobilization / demobilization, field engineering and surveying, maintenance of traffic, pervious asphalt paving, roadway milling for butt joints, pavement markings, detectable warning surfaces, erosion and sediment control, grading for positive drainage, and restorations. The Contractor shall complete all work within 60 calendar days of the Notice to Proceed.

Bidding documents may be obtained by contacting the Town at: townclerk@southbethany.org or during normal business hours at the Town Hall Building, 402 Evergreen Road, South Bethany, beginning Tuesday, September 2, 2025. A Pre-Bid Meeting will be held virtually on Tuesday, September 16, 2025, at 9:30 a.m. Attendance at this meeting is optional. Prospective bidders will need to register in advance when they obtain the bidding documents. A Teams meeting link will be provided prior to the meeting.

Bids shall be submitted in a sealed envelope and shall be marked clearly as follows: Sealed Bid – Proposal for York Road Flood Mitigation Contract Requirements for a 10% Bid Bond, 100% Performance Bond, 100% Payment Bond and Maintenance Bond, and Contractor’s Insurance are included in the Contract Documents.

Minority Business Enterprises (MBE), Disadvantaged Business Enterprises (DBE) and Women-Owned Business Enterprises (WBE) will be afforded full opportunity to submit bids on this contract and are encouraged to do so.

Each Bidder must deposit with their bid a security equivalent to 10% of the bid amount, form and subject to the conditions provided in the instructions for bidders.

The Town of South Bethany reserves the right to reject any or all bids and makes such award as appears most advantageous to the Town.

The Town may extend the time and place for the opening of the bids from that described in the advertisement, with not less than two calendar days-notice by certified delivery, facsimile machine, e-mail, or other electronic means to those bidders who have obtained bid packets.
