South Bethany Committee Guidelines
Purpose:
These Guidelines describe the manner in which Committees shall be formed or dissolved, the manner in which the membership of Committees shall be determined, and the manner in which the business, efforts or work of Committees shall be determined and conducted.
It shall be the duty of the Mayor and Town Council to create and to dissolve Committees. The Mayor and Town Council shall also establish each Committee’s role, its specific membership and its leadership. Committees exist for the sole purpose of fulfilling the role and direction authorized by the Mayor and Town Council.
Definitions:
Committee – A Standing Committee or Ad Hoc Committee in the Town of South Bethany is a body of at least three (3) voting members and up to nine (9) members appointed to consider, study, investigate or take action as a group on assigned matters. Committees are established to fulfill a specific purpose or serve in an advisory role to the Town Council as well as promoting greater citizen participation.
Citizen – Any person who owns property in the Town of South Bethany or has been a full-time resident for a minimum of six months. Only citizens may serve as voting members of any Committee.
Standing Committee – A Committee that carries on continuing Town work expected to be greater than one year. Examples of existing Standing Committees include: Budget and Finance, Community Enhancement, Canal Water Quality, Charter & Code, and Communications & Public Relations. These Committees will either have a Town Council member as the Chairperson or a Town Council member as a member. Ad Hoc Committees, Boards and Commissions are not Standing Committees. Standing Committees report directly to the Town Council.
Ad Hoc Committee – An Ad Hoc Committee is one created by the Mayor and Town Council to address a pressing and separate distinct issue, and will generally have a short term period of performance of less than one year. After a year, if necessary, the Committee can be reappointed. Examples of an Ad Hoc Committee are the Cat Hill Barricade, SB Committee Guidelines, Boat Lift, and Traffic. These Committees may have a Town Council member as the Chairperson or a Town Council member as a member. Town Council representation is not required and participation is up to the discretion of the Mayor and Town Council. However, Ad Hoc Committees report directly to the Town Council.

ALL BICYCLISTS MUST PARK THEIR BIKES WITHIN A BIKE RACK
ORDINANCE 202-21 regulates that bikes parked in the public right-of-way (ROW) shall be parked in bike racks only. Bikes parked outside of racks in the Town’s ROW, are subject to removal by the South Bethany Police.
Bikes secured to a street sign, light post, utility pole, fence or other support, by use of a bike chain or lock device, are subject to removal by the South Bethany Police.
Property owners who find bikes parked on their property without permission, may contact the South Bethany Police.
Bikes removed by the Police will be secured at the Police department located at 402 Evergreen Road. Bikes can be retrieved by the non-emergency line at 302-539-3996 and arranging a pick-up time.
Do not discard or park bicycles on vacant lots or private property.
Respect our beach town and homeowner’s property.
Use crosswalks and traffic light intersections and follow Delaware bicycle laws.
A bike repair station is located at the end of Anchorage Canal and Coastal Highway, including tools to perform basic bike repairs and maintenance from changing a flat tire, adjusting brakes and other small repairs.

COASTAL STORM IMPACT – MAY 2022
The impact from the coastal storm that occurred over the weekend caused substantial damage to the beach in South Bethany. The Department of Natural Resources and Environmental Control (DNREC) assessed the beach and determined that South Bethany has the most severe dune erosion and debris area of the coastal communities. All sand walkways were severely compromised, and the ADA ramp was destroyed and will not be replaced in time for the 2022 season.
It is important to emphasize that DNREC’s Shoreline and Waterway Management Section maintains and improves Delaware’s shoreline and waterways, not the individual towns. The Shoreline and Waterway Management Section manages the shoreline through regulation of coastal construction activities and implementation of dune and beach management practices. It also works to protect and enhance eroded beaches to enable continued recreational use of this precious resource. And it works to improve the state’s ability to endure severe coastal storms with minimal damage to public and private property and infrastructure.
Beginning on Monday, May 16, and weather permitting, DNREC will be in South Bethany clearing debris from the beach while concurrently regrading every other beach crossing, where possible. If time permits, some fence repair will be scheduled around Memorial Day weekend. There most likely will be limited access paths to the beach for the entire 2022 season. Additionally, mobi-mats and trash cans will not be placed until we receive approval from DNREC. The Town will provide additional updates on the status of open walkways as DNREC progresses with restoration work.
At this time, and for the protection and safety of our property owners and visitors, we have been advised to close off all walkways due to the instability of the dunes and potential for collapse. It is imperative that individuals, including pets, not go past any area delineated by flagging tape or signage.
The Mayor and Town Council are in continual contact with DNREC representatives and state officials to improve this situation and for the summer season. We appreciate your patience as we work through this with the state and federal agencies responsible for our beaches.

CANCELLED
The Town of South Bethany Election, which would have been scheduled for May 14, 2022, has been cancelled. There were three (3) seats open for Council Members for two (2)-year terms and one (1) seat for Mayor for a two (2)-year term. The seat for Mayor and three (3) seats for Council members were filled by unopposed candidates. All were qualified by the Board of Elections. Due to there being no additional candidates running other than the four listed below to fill the four open seats, there will be no election. The following are declared elected by the South Bethany Board of Elections:
Mayor – Timothy Saxton
Council Members – Derek Abbott, Randall Bartholomew, and Robert Biciocchi
The Town of South Bethany will swear in the four candidates at the Town Council Organizational Meeting to be held at a later date, which will be posted.
